The Enterprise Financing Scheme (EFS) is a comprehensive tool to enable Singapore enterprises to access financing more readily across all stages of growth.

It covers seven areas to address enterprises’ financing needs: green loans, working capital loans, fixed asset loans, venture debt loans, trade loans, project loans, as well as Merger & Acquisition loans.

This umbrella scheme supports various business needs and is offered through participating financial institutions (like DBS, OCBC, UOB, etc.), with risk-sharing by the government.

Types of EFS LoanPurposeRequirements and Payment
1. EFS – Working Capital Loan (WCL)

For daily operational cash flow needs such as rent, salary, inventory, and short-term obligations.  Requirements

–          Company must be registered and operating in Singapore.


–          At least 30% local shareholding.


–          Group annual revenue ≤ S$100 million or employment ≤ 200. PaymentLoan Quantum: Up to S$500,000 per borrower.


–          Government Risk-Share: Up to 70% of the loan risk (not subsidy).



Repayment:
Typically over 1–5 years.


Interest Rates: Varies by bank but generally lower due to government backing.


 
2. EFS – Green LoanThe scheme also aims to help enterprises embark on their sustainability journey and reduce their carbon footprint.Requirements
–          Business entity registered and operating in Singapore

–          Company has at least 30% local equity held directly or indirectly by Singaporean(s) and/or Singapore PR(s)

–          Company’s Group Annual Sales Turnover should not exceed S$500 million

–          Meets the criteria for EFS-Green’s Qualifying Green Sectors and Activities and Qualifying Borrower Types


Payment
70% risk-share to catalyse the lending from participating Financial Institutions (FIs)
3. EFS – Fixed Asset LoanFor SMEs to finance their investments in domestic and overseas fixed assets, including:Requirements
–          Business entity registered and operating in Singapore

–          Company has at least 30% local equity

–          Group Annual Sales Turnover not exceeding S$500 million

–          Group revenue of up to S$100 million or a maximum employment size of 200 employees
 4. EFS – Trade Loan  

For trade financing needs (e.g., import/export, inventory purchase).

Requirements
–          Loan quantum: Up to S$10 million per borrower.

5. EFS – Project Loan

 For funding overseas projects (construction, IT systems, manufacturing plants).

Requirements
–          Business entity registered and operating in Singapore

–          Company has at least 30% local equity

–          Group Annual Sales Turnover not exceeding S$500 million

–          Enterprises registered with SSIC codes beginning with 41, 42 or 43 may apply for the enhanced EFS-PL

–          Fixed assets acquired are to discharge a contractual obligation

–          It must be for secured sales orders and/or projects
6. EFS – Venture Debt LoanFor high-growth start-ups that may lack assets for traditional collateral-backed loans.

Requirements
–         Business entity registered and operating in Singapore

–         Company has at least 30% local equity

–         Group Annual Sales Turnover not exceeding S$500 million
7. EFS – Mergers & Acquisitions (M&A) Loan
Financing for acquiring local or overseas companies for growth.

–         Business entity registered and operating in Singapore

–         Company has at least 30% local equity

–         Group Annual Sales Turnover not exceeding S$500 million
